郑州：推出微短剧行业税收管理指引

微短剧行业具有业态新、变化快、企业经营模式复杂、线上交易为主等特点，属地管理模式下的基层税务部门在日常监管中难以实时掌握企业经营动态、难以全面摸清行业链条。为此，郑州市税务部门决定通过汇总互联网数据、税务系统内部数据、第三方政务共享数据，对数据进行多方交叉比对，锁定实际开展微短剧经营业务的纳税人。郑州市税务局明确“重点突破、由点及面”的工作思路，在全局组建由青年才俊、智税英才、省局数据应用风险分析实操“强基”培训人员为主的骨干团队，对微短剧行业监管开展集中监管攻坚。此外，郑州市税务部门构建起涵盖11个指标、12个风险点的指标模型，推出《微短剧行业税收管理工作指引（试行）》，形成微短剧行业监管的“133”数据工作法，并在全系统推广。

Zhengzhou Issues New Tax Management Guidelines for the Mini Series Industry

The mini series industry is known for its fast-changing nature, new business models, and predominantly online operations. Due to these features, local tax authorities often struggle to monitor business activities in real time or fully understand the industry's value chain. To address this, Zhengzhou Municipal Tax Service decided to integrate and compare multiple sources of data, including internet information, internal tax system data, and third-party government data, to identify taxpayers actually engaged in mini series production and operations.The Zhengzhou Municipal Tax Service adopted a focused strategy of "targeted breakthroughs leading to broader progress." It formed a core team made up of young professionals, digital tax experts, and participants from the Provincial Tax Service's data risk analysis program to strengthen supervision of the mini series industry. Zhengzhou's tax authorities developed an indicator model with 11 indicators and 12 risk points, and introduced the Tax Management Guidelines for the Mini Series Industry (Trial). This led to the creation of the "133 Data-Driven Working Method" for supervising the industry, which has since been promoted across the entire tax system.

If truly localized original content emerges, it could unlock an even broader creative landscape.

校园微短剧《逆流成海》首映

近日，大连理工大学城市学院首部校园微短剧《逆流成海》首映礼在该院西区图书馆报告厅举行。该剧由大连理工大学城市学院联合辽南微短剧产业研究院共同打造，全体演职人员均为本校师生。

《逆流成海》采用横屏格式，共分两季35集，每集5分钟。作品以跨越时空的母子和解为主线，通过细腻的情感表达和紧凑的叙事节奏，深入探讨青春、梦想与人生救赎等主题，展现了师生们的艺术追求，传递出积极向上的价值观与满满正能量。

活动现场，大连理工大学城市学院与辽视新媒体签署校企合作协议，聘任4名业界专家为校园指导教师，并成立“第无限幕微短剧工作室”。

Campus Mini Series Ni Liu Cheng Hai (Into the Sea of Countercurrents) Premieres

Recently, the premiere event for Ni Liu Cheng Hai (Into the Sea of Countercurrents), the first campus mini series produced by the City Institute of Dalian University of Technology,was held at the lecture hall of the institute's west campus library. The series was jointly created by the institute and the Liaonan Mini Series Industry Research Institute, with all cast and crew members composed of the university's teachers and students.Ni Liu Cheng Hai is filmed in a horizontal format and consists of two seasons with 35 episodes, each approximately five minutes long. Centered on a touching story of reconciliation between a mother and her son across time, the series uses delicate emotions and tight storytelling to explore themes of youth, dreams, and redemption. It reflects the artistic passion of the teachers and students while spreading positive values and uplifting energy.At the event, the City Institute of Dalian University of Technology signed a university–enterprise cooperation agreement with Liaoning Radio and Television New Media, appointed four industry experts as campus mentors, and officially established the "Infinite Scene Mini Series Studio."

近日，最高人民检察院影视中心检察影视孵化（厦门）示范平台在海丝中央法务区举行电影《金融暗战》、微短剧《再婚》启动仪式。微短剧《再婚》着力刻画“情、理、法”中的普通人形象，诠释“法治的正义与温度”，重点呈现检察机关如何运用法治智慧与司法温情修复社会关系、护航家庭幸福，折射法治的温度与进步。据悉，本次项目启动后，电影《金融暗战》与微短剧《再婚》即进入拍摄筹备阶段。

Mini Series Zai Hun (Remarriage) Launches in Xiamen

The mini series Zai Hun focuses on portraying lives of ordinary people as they navigating the interplay of emotions, reason, and the law. It aims to interpret the themes of "justice with warmth under the rule of law." It highlights how procuratorial authorities apply both legal wisdom and judicial compassion to repair social relationships and safeguard family well-being, reflecting the humanistic warmth and progressive spirit of modern legal governance. Following the launch, both Jin Rong An Zhan and Zai Hun have entered the preparation phase for filming.
